Council Rules Course

The Council Rules Course qualifies for 4 CE (Continuing Education) credits, and provides instruction on licensee responsibilities under Council Rules; provincial legislation; and other regulatory responsibilities.

Why is there a Council Rules Course?

After finding that licensees were not fully aware of their regulatory responsibilities, Council introduced the Council Rules Course in 2016.

Am I Required to Take the Council Rules Course?

  • Effective June 1, 2018 All individuals (BC residents and non-residents) who obtain an insurance licence in British Columbia are required to complete the Council Rules Course during their first licence period, except those that qualified for their insurance licence under the Reactivation Provision in Council Rule 2(19). See Council Notice ICN 18-003: Revision of the Council Rules Course Requirement

    Reactivation Provision
         (19) An applicant who previously held a licence:
              (a) within the 2 years preceding the application date, may apply for the same licence subject to:
                   (i) the class of licence being issued under Council Rules;
                   (ii) the applicant having held a licence of the same class:
                     (A) for 5 of the 7 years preceding the application date; or
                     (B) for the 2 years preceding the termination date of the licence and being able to demonstrate
                        that the applicant was actively engaged in the business of insurance authorized under the licence for that 2 year period; and
                   (iii) any other provision of the Act and Council Rules; or
              (b) within 1 year preceding the application date, may apply for the same licence subject to:
                   (i) the class of licence being issued under Council Rules;
                   (ii) the applicant having held a licence continuously for the 1 year preceding the termination date
                        of the licence and being able to demonstrate that the applicant was actively engaged in the business of insurance authorized under the licence for that 1 year period; and
                   (iii) any other provision of the Act and Council Rules.

  • Effective March 1, 2019 All individuals (BC residents and non-residents) wanting to obtain an insurance licence in British Columbia are required, in accordance with Council Rule 2(14), to complete the Council Rules Course to qualify for a licence, except those that qualify under the Reactivation Provision in Council Rule 2(19).
