The use of this website is subject to the following terms and conditions and constitutes the user's agreement to those terms and conditions. Information on this website is provided solely for the user's information and while thought to be accurate it is provided without warranty of any kind, either expressed or implied. The Insurance Council of British Columbia (the “Insurance Council”) will not be liable for any damages, direct or indirect, arising from use of the information provided on this website.

Links from this website to other sites are presented as a convenience to users of this website, and the Insurance Council does not accept any responsibility for the content found at other sites.

Prohibited Security Violations

You must not attempt to circumvent or violate the security of this Website including, without limitation: (i) accessing content and data that is not intended for you; (ii) attempting to breach or breaching the security or authentication measures which are not authorized; (iii) restricting, disrupting, or disabling service to users, hosts, servers or networks; (iv) illicitly reproducing TCP/IP packet header; (v) disrupting network services and otherwise disrupting Website owner’s ability to monitor the Website; (vi) using any robot, spider, or other automatic device, process, or means to access the Website for any purpose, including monitoring or copying any of the material on the Website; (vii) introducing any viruses, trojan horses, worms, logic bombs, or other material that is malicious or technologically harmful; (viii) attacking the Website via a denial-of-service attack, distributed denial-of-service attack, flooding, mailbombing or crashing; or (ix) otherwise attempting to interfere with the proper working of the Website.

Registration for a Portal Account

By creating an account on the online portal (the “Portal”) together with any additional terms they expressly incorporate by reference ("Terms of Use"), you are agreeing to be bound by these Terms of Use and all applicable laws and regulations.

IF YOU DO NOT AGREE WITH ANY PART OF THESE TERMS OF USE, YOU MUST IMMEDIATELY DISCONTINUE ANY USE OF THE PORTAL and contact the Portal Support Team at portal@insurancecouncilofbc.com for assistance.

You confirm that you have the legal authority and capacity to accept these Terms of Use. If you are using the Portal on behalf of any person or entity, you confirm you are authorized to accept these Terms of Use on such person’s or entity’s behalf.

Subject to the creation of an account (“Account”), a person who accepts these Terms of Use (a “User”) is permitted access to the Portal (in accordance with these Terms of Use) and to use an Account for registering for exams and courses, making payments for licence application, education or licence fees, applying for or completing an annual licence renewal of a User’s licence, posting, searching and/or uploading certain information and reviewing certain information posted by one or more of the other Users, the Insurance Council or other persons permitted by the Insurance Council to use the Portal, and is able to receive additional services offered by the Insurance Council from time to time (such permitted access and ability to receive services collectively referred to as the "Services").

Portal Account

A Portal Account allows a User to use the Services available on and through the Portal. Anyone wishing to become a User and create a Portal Account must provide certain information to us and agree to abide by these Terms of Use. Users are responsible for any security breaches or performance issues relating to accessing the Portal.

Any user name, password, or any other piece of information chosen by you or provided to you as part of our security procedures, must be treated as confidential, and you must not disclose it to anyone else. You must exercise caution when accessing your Account so that others are not able to view or record your password or other personal information. Your Account is personal to you and you agree not to provide any other person with access to the Portal or portions of it using your user name, password, or other security information.

You agree to notify us immediately of any unauthorized access to or use of your user name or password or any other breach of security. You also agree to ensure that you logout from your Account at the end of each session. You are responsible for any password misuse or any unauthorized access.

We reserve the right at any time and from time to time, to disable or terminate your Account, any user name, password, or other identifier, whether chosen by you or provided by us, in our sole discretion for any or no reason, including any violation of any provision of these Terms of Use.

As long as you maintain an Account, you consent to, and may not “opt out” of receiving Account-related emails from the Insurance Council.

Payment Policy

The Insurance Council is permitted to collect and retain fees per Insurance Council Rule 5(1). The Insurance Council’s application fee is non-refundable. Where an application has been made and is subsequently withdrawn, denied or not proceeded with, the application will be closed and only the provincial government fee (either $25.00 or $50.00) will be refunded. Where an application has been made and is subsequently approved and a corresponding licence has been generated, no monies will be refunded in any and all cases (e.g., including but not limited to the case where a licence is later revoked by the Insurance Council or voluntarily closed by the licensee). All fees related to annual licence renewals (including any late fees), exams, licence amendments, insurer assessments, course accreditation, and continuing education courses are similarly non-refundable once payment has been made.
 
In the event that the Insurance Council incurs bank service fees for returned cheque payments or credit card chargebacks, these service fees will be assessed to the relevant applicant/licensee/examinee.
